Jon DeVaan, Vice President of Windows Core Operating System Division, revealed that the difference in favor of Windows 7 is mainly with the drivers loaded at the start, and the performance of services during boot. Microsoft announced that Windows 7 booted in 15 seconds which, if fulfilled, would be confirmed as the operating system load faster so far.
